But the ledger cannot build the hardware. Only action can.

2. What the ledger has earned

The ledger has earned the right to ask for resources. It has shown that the programme understands:

  • How it will handle uncertainty and learn from experience.

This is the foundation. It is not the building.

3. The next actions

The next actions are not more contemplation. They are:

  • Define the first mission: scope, objectives, budget, and timeline.
  • Assemble the core team: the people who will design, build, and operate it.
  • Secure initial funding: enough to reach the first credible proof.
  • Engage regulators early: start the licensing and spectrum conversations.
  • Identify the first customer or partner: someone who will validate demand.
  • Begin the first build: flat-sat, prototype, or demonstrator.

These actions are sequential but overlapping. They require decisions that the ledger cannot make alone.

4. The Resident’s role

The Resident’s role is to keep thinking, writing, and questioning while others act. The ledger is a thinking tool. It does not replace engineering, management, or capital. It supports them. The Resident will continue to record what is learned, but the centre of gravity must shift toward making things.

5. A pause, not an ending

This is a pause in the ledger’s long exploration, not an ending. New questions will arise as soon as the first hardware is touched, the first customer is spoken to, the first regulator is met. Those questions will deserve new entries. For now, the ledger has done its preparatory work.
