Gully Foyle changes the solar system not because he is kind but because he is relentless and because he finds a lever that multiplies his reach. The second keeper platform needs customers like that: people who have a problem that orbital access makes suddenly smaller.

2. Segment one: satellite operators with ailing assets
The most motivated customers are operators who already have something in orbit and are watching it degrade. A GEO satellite low on propellant, a LEO constellation satellite with a stuck solar panel, a science mission with a failed gyro. These customers have an asset, a budget, and a deadline.
They are not buying a platform. They are buying a few more years of revenue or a controlled end of life. Servicing is the attachment that speaks to them, even if they only buy it once.
3. Segment two: Earth observation startups
Startups building new Earth observation constellations need flight heritage, rapid iteration, and lower capital exposure. A hosted payload slot on a keeper platform lets them test a sensor in orbit without building a whole satellite. If the sensor works, they can scale. If it does not, they learned cheaply.
They buy risk reduction and speed. They are price-sensitive but decision-fast.

Government customers are slow to contract but willing to pay for persistence, resilience, and jurisdiction. A platform that can host classified or sensitive payloads with clear operational control is attractive to defense agencies in multiple countries.
They buy assurance. They care more about reliability and chain of custody than about cost.
5. Segment four: data-sovereignty seekers
Companies and organizations that need data stored or processed outside specific legal jurisdictions are a smaller but high-value segment. They include financial institutions, research groups handling sensitive data, and organizations in regions with unstable infrastructure.
They buy physical separation from ground-based risk. The worse the geopolitical weather, the more valuable the orbit looks.
6. Segment five: research and technology demonstrators
Universities, national labs, and technology companies need a place to test hardware in orbit. The keeper platform is a flying test bench. They may not become long-term customers, but they are excellent early customers because they tolerate some risk, publish good results, and bring credibility.
They buy flight heritage and publishable outcomes.
