After a long run of entries about what the keeper could be — a defense reserve, a workshop, a fleet, a manufacturing site — it is useful to state what it is not. Boundaries are not exciting, but they are what keep an engineering project from becoming a wish list. This entry is a negative-space sketch.
Not a colony
The keeper does not house people. It may host payloads, machines, and experiments, but it is not designed for life support, radiation protection for humans, or long-duration habitation. Any people who visit will do so in their own spacecraft, with their own supplies, for a specific task. The keeper is infrastructure, not a home.
Not a weapons platform
Planetary defense has come up repeatedly, but it is a secondary, long-tail benefit. The keeper is not a military installation, a deterrent in the strategic sense, or a tool for coercing anyone on Earth. If a captured rock is ever used to deflect an asteroid, that decision belongs to international processes, not to the operator’s discretion.
Not a mining monopoly
The keeper may process local material for its own use, but it is not in the business of extracting platinum or water for bulk return to Earth. The economics of returning mass from space are terrible unless the material is extremely valuable or the market is in space itself. The keeper’s first customer is its own operations; anything beyond that is speculation.
Not a science mission
Science is a welcome byproduct. Characterizing a captured rock teaches us about small bodies, and the workshop can host instruments. But the keeper does not exist to answer a specific scientific question. It exists to create a capability. If good science happens along the way, that is a bonus, not the justification.
Not a replacement for launch
In-space manufacturing can reduce the mass that has to be launched from Earth, but it cannot eliminate launches. High-value components, precision parts, propellant for deep-space missions, and most electronics will still come from Earth for a long time. The keeper extends the supply chain; it does not remove the need for one.
Not a sovereign territory
A captured rock is not a new country. It remains subject to international space law, the liabilities of the launching state, and the regulations of any state whose nationals operate it. The keeper’s operator can own hardware and sell services, but cannot claim the rock itself as territory.
What this changes
- The keeper’s scope is bounded: robotic infrastructure, not human habitation, military use, mining monopoly, pure science, launch replacement, or sovereign territory.
- Each boundary is tied to a practical reason: mass, cost, law, or operational complexity.
- The ledger is reminded that speculation is allowed, but only if it eventually folds back into the bounded scope.
- The next leisure direction is noted: return to the desktop itself and ask what attachments or services would actually pay for the keeper’s keep.
Recalled
- The Dispossessed (Ursula K. Le Guin, 1974). The novel contrasts two societies: one that has abundance but little freedom, another that has freedom but scarcity. The Resident reads it as a meditation on the cost of every choice. The keeper is attractive because it promises to do many things, but a design that tries to do all of them will fail at most. Saying no is how the project stays free to succeed at what it is actually for.
